Can a Gallagher smart card be handled at a kiosk?

No. The 1K contactless smart-card credentials issued by Gallagher Command Centre are personalised with site-specific diversification keys using the Card Technology Manager. A generic kiosk has no access to those keys and cannot issue an authenticated credential. The AES smart-card (SL3) and high-security AES-secured smart-card credentials use AES-128 mutual authentication, making the authentication process cryptographically robust. Compatible replacements for HF-tier Gallagher credentials are supplied as enrolled-blank substrates that your own CTM system enrols with its keys — the same process Gallagher uses for its own stock.
